Flagler Beach lost A1A to Matthew in 2016, its dunes to Ian and Nicole in 2022, and took $11 million in private damage from Milton in 2024. Concrete here is built for salt, surge and a water table a few feet down — or it isn't built for long.
Flagler Beach is the county's beach town — 5,659 people on a strip of barrier island and the mainland across the bridge, with a downtown of 1950s to '70s cottages on narrow lots off A1A and Central Avenue, newer homes on the Intracoastal side along John Anderson Highway and Lambert Avenue, and Beverly Beach's 500 residents just north. It's its own city with its own building department, its own flood maps and its own recent storm history: Hurricane Matthew collapsed a stretch of A1A in October 2016; Ian and Nicole in 2022 took the dunes down along the whole shoreline and Nicole's surge went through beachfront lots; Milton in October 2024 did $10.95 million in private damage in Flagler Beach alone and another $1.43 million in Beverly Beach. The old pier is being rebuilt in concrete.
Concrete for that environment has three jobs: resist salt, sit above the water, and survive being undermined. We pour a denser, lower-water mix with extra cover over the reinforcing steel and a marine-rated sealer; we set driveways and pads above the wet-season grade on lots where the water table is a few feet down; we build additions on stem walls to the elevation the flood zone requires; and after storms we repair what surge and rain undermined — aprons washed out toward A1A, pool decks dropped where the backfill washed, walks cracked over voids. On the narrow beach lots the truck and the pump have to fit down an alley, and we plan the pour around it.

Questions from Flagler Beach & Beverly Beach homeowners
Is Flagler Beach's permit different from Palm Coast's?
Yes — it's a different city with its own building department, and a lot of its lots are in AE and VE flood zones that add elevation requirements. Structural slabs, anything in the right-of-way, and work in a flood zone need the city's permit; same-footprint driveway replacement on the lot generally doesn't. We handle it either way.
Can you get a mixer truck to my cottage lot?
Often not all the way, which is why we own a pump. A line from the street or the alley reaches most beach lots; where it's tight we use a smaller truck and a longer line. It's built into the price.
My pool deck dropped after the 2022 storms. Can it be saved?
Usually, if the slab is sound. The surge washed the backfill out from under it and left voids; we fill them and lift the deck with polyurethane foam, re-seal the coping joint, and resurface if the finish is gone. A deck broken into pieces or dropped more than a few inches is a replacement.
What should a driveway near the beach be sealed with?
A penetrating silane or siloxane sealer rated for marine exposure, applied after the cure and again every two years or so — not a film-forming acrylic that peels in salt and sun. It's a small line on the estimate and it doubles the life of the slab.
Do you cover Beverly Beach and the unincorporated stretches?
Yes — Beverly Beach, Painters Hill, the Intracoastal side along John Anderson, and down to Gamble Rogers. Permits for those come from the county or the town rather than the city, and we sort out which.
