Plantation Bay is the gated golf community off Old Dixie Highway and I-95 at the county line — 45 holes of golf, lakes, and villages built from the 1990s through today, most of it in Flagler County even though the mailing address says Ormond Beach. Halifax Plantation is its neighbor to the south in Volusia County, on a tract of oak hammock along Old Dixie with 1990s and 2000s homes on wooded lots. Both have homeowners associations with architectural review, both have lots with big trees, and both are far enough from the coast to skip the salt problem and close enough to the lakes and wetlands to have soft ground in the low spots.
The work is what a maturing golf community generates: driveways from the '90s spalled by sprinklers and cracked at the garage, replaced with a broom-and-border or stamped finish the ARC will approve; lanais extended into screen rooms with proper column footings; stamped patios and fire-pit pads; pool decks resurfaced in a light knockdown; generator pads poured to the installer's drawing, which became a very common call after the 2024 hurricanes. And roots — Halifax Plantation's oaks lift walks and driveways the way Palm Harbor's do. We prepare the ARC submittal, figure out whether the lot is Flagler or Volusia, pull the right permit, and register the truck with the gate.

How do I know which county my lot is in?
Your property tax bill says — Flagler County Property Appraiser or Volusia County Property Appraiser — and so does the parcel number. Most of Plantation Bay is Flagler; Halifax Plantation is all Volusia. It decides which building department issues the permit and which inspector shows up, and we check before we quote.
Does a driveway replacement need ARC approval?
In both communities, yes, if the finish or color changes — and in practice the committees want to see any driveway work. We prepare the submittal with samples so it's approved at the next meeting and we don't order the truck until it is.
Can you extend my lanai toward the golf course?
Yes, subject to the setback the ARC enforces from the course and the lake edges. Under 120 square feet at grade is generally permit-exempt in both counties; with footings for a screen enclosure it isn't, and we pull it.
Is the ground different in Plantation Bay?
Away from the coast there's no salt to worry about, but the low lots near the lakes and the Bulow Creek wetlands have soft, wet ground, and we bring the base up and compact it before pouring anything there — especially generator and boat pads in a side yard.
How far is Plantation Bay from your base?
About fifteen minutes down I-95 or Old Kings Road from Palm Coast. We're there most weeks, and the gatehouse knows the truck.
